Pools stunned the home crowd by taking the lead after 26 minutes when defender Neil Austin fired home from outside the box.
But the Canaries were back on level terms almost immediately when Cody McDonald headed home a Russell Martin cross. Norwich scored again soon after as Michael Rose marked his debut by drilling home an angled shot.
"I thought we played extremely well. We didn't come here just to try and get a point, we took the game to Norwich and created some good chances, " said Turner.
"No disrespect to anyone else in this league but if we had been playing three-quarters of the teams in League One we would have come away with something.
"We're so close to where I want us to be, we just need to start putting our chances away. All we can do now is take the positives from this game and move on.
"The only disappointing thing from my point of view is that we didn't hold on to our lead for a little bit longer. If we could have stayed ahead until half-time it might have been interesting."
